Starting 1 February, Norsk Tipping, Norway’s state owned gambling monopoly will lower the maximum amount players aged 20-to-24 can lose on licensed games each month.
The move is aimed at enhancing protections for young adults against gambling-related problems. In 2023, Norsk Tipping reduced the monthly loss limit for players aged 18 to 20 to NOK 2,000. Now, the company is extending similar measures to older young adults. The new loss limits are structured as follows:
“Few or no national gambling markets in the world protect customers better against gambling problems than the Norwegian one. Nevertheless, there is more to be done,” said Bjørn Helge Hoffmann, Head of Responsible Gaming at Norsk Tipping.
“The figures show that we need to protect young adults better. Statistics from both the University of Bergen and the Norwegian Helpline for Gambling Addicts demonstrate that young adults are more vulnerable to developing gambling problems than older people.”

Research from Norsk Tipping indicates that one in five men aged 18 to 25 are at risk of gambling issues. Young Norwegians are generally more financially vulnerable, face even greater challenges due to rising living costs. This combination makes them more susceptible to financial harm when gambling losses are significant.
“Young people are generally more financially vulnerable than older people, and higher living costs generally increase this vulnerability. Young people are therefore more likely to get into trouble if losses become large and numerous,” Hoffmann added.
The company also expressed concern about the growing number of young people visiting casinos. “When we also see that the number of young people visiting casinos is increasing, it is cause for concern. Therefore, it is appropriate to lower the loss limits for the most vulnerable age groups now,” Hoffmann said.
Hoffmann highlighted the importance of players setting their own limits before playing. “The most important responsibility measure is that players themselves must set their own limits before they play, and on average, players set their limit to NOK 3,600 per month. For those who are unable to limit themselves, the maximum loss limit is an important safety net. When this limit is lowered, it will contribute to the prevention of problem gambling and it will limit the damage for those who still have problems.”
The loss limit for players aged 25 and older remains at NOK 20,000 per month, but high-risk games like online casinos and slot machines have additional lower partial limits in place. The directive by Norsk Tipping underscores the company’s commitment to protecting its players and reducing gambling-related harm.
