CBF targets strong betting integrity with 2024 marketing rules

In the latest development to strengthen the Brazilian market’s regulatory dawn, the Brazilian Football Confederation (CBF) has released new compliance guidelines to control sports betting marketing in across its competitions and events.

The 2024 General Competition Regulation (RGC) incorporates Bill PL3626/23, which was signed into force by President Lula da Silva to lay the groundwork for a federal regulated sports betting market. 

It is now the turn of the Ministry of Finance to completely implement the Bill, which will be done through the Prizes and Betting Secretariat (SPA) – a government body that will take on the duties of the regulatory authority for the betting market. The finalisation of Bill PL3626/23 regulatory framework is expected to be completed by the end of July, 2024. 

Turning back to CBF’s guidelines, they specifically forbid any unlicensed operators from being able to advertise in accordance with the Bill. 

In this sense, operators willing to promote their products across events organised by the CBF – and allowed by the federal government to do so – must submit a declaration confirming that they have not been previously involved in any match-fixing activities.

After this is done, the CBF must issue a permission to both clubs and betting brands to run their relevant promotions. Financial penalties will be enforced for clubs found to have acted against CBF’s new RGC policies. 

The CBF will also closely monitor for other infringements of Bill PL3626/23, such as the use of language that promotes betting as a way to achieve financial freedom, or statements that guarantee winnings.
