This strategic expansion strengthens the firm’s ability to serve clients across multiple jurisdictions, further solidifying its presence in Europe.
The new venture is headed by two prominent legal figures, Quirino Mancini and Andrea Marchetti, joining forces with James Scicluna, WH Partners’ Co-Founder and Managing Partner.

Quirino Mancini, a highly regarded lawyer in European gambling laws, sports, and media compliance, brings decades of experience to the new office. He is a trusted advisor to numerous online and land-based gambling companies, both locally and internationally.

Rome was carefully chosen as the base for WH Partners Italy, given its strategic significance for the firm’s extensive client network across Europe. WH Partners has already established strong presences in jurisdictions like Malta, Romania, and operates desks in Czechia, Poland, and the UAE.
The addition of the Rome office allows the firm to extend its legal expertise for Italian gambling, a market which is currently undertaking its regulatory reform.
Initially, WH Partners Italy will house three partners, with plans for organic expansion in the coming months. The Rome office will offer a comprehensive range of legal services, including corporate/M&A, litigation, gaming and gambling, intellectual property, tax, banking and finance, commercial law, insolvency and restructuring, real estate, and insurance.
