The Dutch gambling regulator, Kansspelautoriteit (KSA), has announced two new members of its Objections Advisory Committee.
For the next three years, Marjolein Hoogland and Prof. Dr. Ingmar Franken will be a part of the Committee, which reviews all objections made by licensees against enforcement action taken by the regulator.
Hoogland is the Chief Attorney General of the Ressortsparket – the Dutch Court of Appeal – having also served as the Deputy Chief Public Prosecutor at The Hague’s District Public Prosecutor’s Office.
Franken on the other hand is a full-time professor of Clinical Psychology at the Erasmus University Rotterdam, while also heading the local Centre for Addiction and Drug Research.
Led by Advisory Board President Anita Vegter, the latest Committee additions join alongside other members Haiko van der Voort and Peter Kerkhof.
There are also a total of three independent Committee Chairs, which are still appointed by the KSA but remain unaffiliated with it, providing non-binding inputs on objections.
These are the recently-appointed Jaap Wieland, as well as Adriane Koppe and Monique van Oers. Both Koppe and van Oers became a part of the Committee in 2023, which means that their tenure has one more year left until new independent Chairs are appointed.
They are guaranteed to have their schedules busy until then, however, as the Dutch market is currently undergoing a massive regulatory transformation.
For one, there are the Remote Gambling Act (KOA) reforms currently spearheaded by Legal Protections Secretary Teun Struycken, which are supposed to introduce more safety rails for players on the Dutch market.
Marketing has also been severely limited, with a blanket ban on sports sponsorships entering into force earlier in July.
Staying on topic with player protection enforcement, the KSA is also on the lookout for companies that fail to comply with national player safety standards. In April, an unnamed license holder walked home with a €734,000 fine for that very same reason.
In addition, operator taxes are also being raised, but that has proven to be less effective than the other measures.
