The creation of a “comprehensive gambling self-exclusion scheme for Brazil” has been prioritised by the Secretariat of Prizes and Betting (SPA).
On Monday, 10 February, the SPA sanctioned a public consultation seeking feedback from all stakeholders on the launch of the Brazil Bets regime—the federal framework regulating online gambling, which came into effect on 1 January 2025.
The SPA considers that it has completed the ‘first phase’ of its regulatory process, although further laws are still awaiting approval, alongside the authorisation of additional betting licences.
SPA President Regis Dudena emphasised that the regulation of online gambling should be viewed as a “continuous cycle”, stating:
“There are always aspects that need to be reviewed and improved. We are constantly monitoring the practical effects of the rules we have established to understand what needs to be refined.”
Following an extensive process to launch the Bets market, the SPA believes that Brazil now has a “comprehensive and essential framework” to regulate online gambling in the interest of consumer protection and market fairness.
A transparent regulatory approach requires the SPA to launch a general consultation to gather public input and determine the key priorities for Phase 2 of the Bets regime’s development.
As such, stakeholder feedback is necessary to assess the application of betting laws and standards implemented so far. The SPA seeks practical guidance to determine its regulatory objectives, with feedback from licence holders considered vital to ensure that technical requirements can adapt to industry needs.
Phase 2 Priorities
In Phase 2, the SPA has outlined several key priorities, including:
- Developing a national self-exclusion system for gambling.
- Strengthening advertising and commercial promotion regulations.
- Revising laws on scratch card games sold by LOTEX.
For the self-exclusion scheme, the SPA requires technical feedback on the development and management of a system that will track individuals legally prohibited from betting—such as athletes and SPA employees—as well as those who voluntarily opt out of gambling activities or receiving related advertisements.
The consultation highlights the technical complexity of the self-exclusion scheme, which will require input from all relevant stakeholders, including operators, banks, local authorities, media platforms, and healthcare networks. Following the consultation, the SPA will provide a detailed project outline.
New Betting Licences Issued
On Tuesday, 11 February, the SPA announced that it had granted 21 new full licences for the Bets Market. The agency confirmed the authorisation of the following operators:

At present, the SPA continues to review 349 pending authorisation requests, involving the analysis of over 45,000 documents. So far, R$ 2.1 billion has been collected in authorisation fees.
The public consultation is available on the Participa + Brasil platform, with contributions accepted until 27 March 2025. Additionally, an online public hearing is scheduled for 21 February 2025, with registration accessible via an electronic form.
