Ministers of Mexico’s ‘Movimiento Regeneración Nacional (Morena)’ social democratic party have pushed forward a proposition mandate, seeking to revamp Mexican gambling laws.
Morena forms part of Mexico’s social reform coalition government, sharing its legislative agenda with the PT Labour Party.
Issuing a public communique, Morena has propositioned that Mexican gambling laws be withdrawn from state assemblies, with full regulatory authority transferred to the federal government.
Furthermore, Morena details that it will table a ‘new comprehensive tax regime’ for gambling services on sports betting, casino and draw-based games.
The proposition would see the Mexican government end provincial autonomy on regulating gambling services and tax collections.
In its mandate, Morena states that Mexican gambling has not been taxed in accordance with international practices and that social costs linked to gambling have not been appropriately considered by national stakeholders.
In addition, a new legislative framework would support the government’s fight against of black market activities, a key directive of new Mexican President Andres Manuel Lopez Obrador (AMLO).
Entering 2019, AMLO and the Morena-PT coalition government announced the launch of Mexico’s ‘CoDI project’ seeking to update Mexico’s entire business and commercial frameworks.
Implementing the CODI mandate as a key policy, AMLO states that his presidency will see Mexico digitise its entire infrastructure improving state governance, banking systems, tax collection and the fight against corruption.
Morena-PT have previously communicated that approximately 40 million Mexicans have no access to a bank account, a dynamic that places Mexico behind many emerging/developing markets.
